A Methodology and Tool for Mapping the Risk of Cumulative Effects on Benthic Habitats ArchiMer
Quemmerais-amice, Frédéric; Barrere, Julien; La Rivière, Marie; Contin, Gabriel; Bailly, Denis.
The implementation of the European integrated marine policy poses many scientific challenges. Among them, the knowledge and understanding of interactions between anthropogenic pressures and ecological components is an important issue, particularly to help define Good Environmental Status, environmental targets and monitoring programs of the Marine Strategy Framework Directive (2008, MSFD). Assessment of cumulative effects of different pressures is a particularly complex issue requiring modeling tools and methods, as well as accurate data sets on human activities, anthropogenic pressures and ecological components. The results of these assessments are also uncertain and highly dependent on the calculation methods and assumptions, as well as on the data sets...

The health of the ocean, central to human well-being, has now reached a critical point. Most fish stocks are overexploited, climate change and increased dissolved carbon dioxide are changing ocean chemistry and disrupting species throughout food webs, and the fundamental capacity of the ocean to regulate the climate has been altered. However, key technical, organizational, and conceptual scientific barriers have prevented the identification of policy levers for sustainability and transformative action. Here, we recommend key strategies to address these challenges, including (1) stronger integration of sciences and (2) ocean-observing systems, (3) improved science-policy interfaces, (4) new partnerships supported by (5) a new ocean-climate finance system,...

An introduction to japanese and french fisheries ArchiMer
Bailly, Denis; Bourguignon, G; Kase, K.
Fisheries and aquaculture in Japan and France are very different in terms of scale and management schemes. Japan, a leading country in the world for fisheries, has developed a unique mixed system of community based coastal management and licensing schemes for off-shore and distant-water fisheries. Increasing demand, changes in consumption and the heavy constraint of access limitation to third countries waters, make Japan more and more depending upon imports. Though few effort and access limitation schemes are locally implemented in France, most of the management rules comply with the Common Fisheries Policy (CFP). The basic lines are the technical measures, the Total Allowable Catches (TACs) allocated into quotas at the regional level and the reduction of...

Analyse des stratégies d'occupation du domaine maritime côtier : le cas des concessions conchylicoles. Rapport final du projet ASTRODOME ArchiMer
Mongruel, Remi; Perez Agundez, José A.; Girard, Sophie; Bailly, Denis; Nassiri, Abdelhamid.
1. The ASTRODOME research project aims to study the economic aspects of the system of allocation and transmission of shellfish concessions, which is considered as an essential element in the understanding of the occupancy strategies of the coastal maritime space. Two series of questions are highlighted. The first series examines the system from a sectorial development point of view: what are the shellfish farmers' needs that the implementation of a quasi concession market satisfied, and to a larger extent, what is the contribution of the evolution of the system of allocation and transmission of concessions to the evolution of the sector's structure? The second series takes a look at the system from a collective interest point of view: to what extent does...

Aspects economiques de la gestion des bassins conchylicoles ArchiMer
Bailly, Denis.
The biologists have presented the conclusions of their study. Some work on identifying the causes of the difficulties that the profession is experiencing (death rates, lengthening of growth cycles, epizootics, contamination...). Others are aiming to open up new prospects to the profession through management of shellfish stocks, genetic research and/or diversification of the farms. Each of these aspects is manifested by economic (costs, income, profitability ...) and social (employment, hours of work ...) consequences across the profession and the local economy. It is these consequences that we want to evaluate. To do that, the objectives of the "Socio-economic studies in shellfish farming" programme are to define the factors making it possible to create:...

Assessing the maintenance costs of marine ecosystems in the context of the MSFD: the French experience ArchiMer
Mongruel, Remi; Levrel, Harold; Bailly, Denis.
This short paper presents the approach which has been implemented in France for estimating the costs of ecosystem degradation in the context of the Marine Strategy Framework Directive (MSFD). Among the possible approaches, forgone benefits assessment or maintenance costs assessment, France decided to use the latter. The paper contains an introduction, a section which explains how to choose an economic approach coherent with the MSFD rationale, a section which exposes the methodology developed for implementing the approach, and a section on the main results.

Conceptual advances on global scale assessments of vulnerability: Informing investments for coastal populations at risk of climate change ArchiMer
Comte, Adrien; Pendleton, Linwood H.; Bailly, Denis; Quillerou, Emmanuelle.
Since the 1990s, the Intergovernmental Panel on Climate Change (IPCC) has used global assessments of vulnerability to inform investment and action against the effects of climate change. Beyond the IPCC, others have undertaken global assessments to understand the vulnerability of coastal areas to climate change. Eight global vulnerability assessments are compared to understand similarities and differences in their results and the metrics used to construct a vulnerability index. Variations in objectives, conceptualizations of vulnerability, operationalization of the concepts, scope and depth of data drawn upon lead to contradictory rankings of priority areas for climate action between assessments. The increased complexity and scope of indicators make it...

Economics of aquaculture development in greece ArchiMer
Bailly, Denis.
(OCR non controlé) General terms of reference for the project and conclusions reached by other consultants point out that Greece offers good opportunities to develop aquaculture to the level of a socially and economically significant industry. Aquaculture development is stated to contribute to Government aims such as food security, preservation of foreign exchange, social and economic development of remote rural areas and contribution to the gross national product by rational use of water resources. The assessment of the contribution of a new industry to the national economy, as is the case for the aquaculture industry, is difficult to make in quantitative terms. There is a lack of historical records and figures on costs and benefits covering the first...

Environmental constraints and aquaculture development ArchiMer
Paquotte, Philippe; Bailly, Denis.
Aquaculture is an economic activit y which is characterised by a great dependence on environmental conditions. Therefore, aquaculture development is subdued to institutional context which defines the rules for use and conservation of natural resources. This paper analyses the impact of marine environment regulations on economic operating of aquaculture enterprises and on industrial d ynamics. Because aquaculture enterprises use common goods, an economic approach of aquaculture has to take into account not only the relations between enterprises and environment, but also the relations between the enterprises themselves, through production externalities. In this study, several economic tools are considered in order to incite enterprises to integrate parr of...

Etude économique de la crevetticulture dans la Province de Lampung - Sumatra ArchiMer
Bailly, Denis; Raux, Pascal.

Antona, Martine; Paquotte, Philippe; Bailly, Denis.
Limitations and assets of shellfish farming in Italy are presented in Figures 6.1 and 6.2. In the case of oysters, which are only wild-caught and not cultured, the perspectives of this activity are tightly linked to problems in stock and fleet management. The current research and development institutions do not seem to favour the emergence of aquaculture in the near future. Mussel farming is done on a small-scale and its prospects for development are modest. While the demand creates favourable conditions for its development, mussel farming is confronted with a lack of available sites suitable for traditional techniques, problems in environmental quality and problems in product quality. Moreover, the study of the Italian market shows that competition from...

Evaluation of the effectiveness of the aquaculture support policies of the commission with special reference to regulation eec 4028/86 ArchiMer
Bailly, Denis; Antona, Martine; Paquotte, Philippe.
During the 80s, aquafarming saw the development of new lines of production alongside older sectors of shellfish farming and trout farming that have also seen significant changes. Aid from the Commission of European Communities, along with national aid, has played an important role in the formation of this new aquafarming landscape. At the request of the Commission and under the aegis of the European Association of Fisheries Economists (EAFE), this report presents the current state and future prospects of growth of the main marine and continental aquafarming lines on the one hand, and evaluates the role of this community aid on the other. These experimental or developmental lines, as well as those that can benefit from community aid are not addressed in...

How does eutrophication impact bundles of ecosystem services in multiple coastal habitats using state-and-transition models ArchiMer
Kermagoret, Charlene; Claudet, Joachim; Derolez, Valerie; Nugues, Maggy M.; Ouisse, Vincent; Quillien, Nolwenn; Baulaz, Yoann; Le Mao, Patrick; Scemama, Pierre; Vaschalde, Diane; Bailly, Denis; Mongruel, Remi.
One of the current major scientific challenges to sustain social-ecological systems is to improve our understanding of the spatial and temporal dynamics of the relationships between biodiversity, ecosystem functioning and ecosystem services. Here, we analyse the bundles of ecosystem services supplied by three coastal ecosystems (coastal lagoons, coral reefs and sandy beaches) along a gradient of eutrophication. Based on a state-and-transition model, we analyses the dynamic responses of ecological communities to environmental change and management actions. Although few exceptions are highlighted, increasing eutrophication in the three ecosystem types leads to a degradation of the ecosystem service bundles, particularly for nutrient and pathogen...

Introduction aux problèmes socio-économiques de la mariculture extensive : expériences japonaises ArchiMer
Kase, Kazutoshi; Bailly, Denis.
The term "extensive mariculture" covers two main types of production : the exclusive territorial right based aquaculture of fixed species and stock enhancement based fisheries. The releasing of juveniles, with or without the supply of adequate habitat, is presently the main form of stock enhancement. Japanese experience shows the difficulty to clearly assess the benefits of marine ranching, and then to ensure its management. Some of the main aspects of this management are presented here : public and private costs-benefits analysis, the relation fishing/aquaculture/sea-ranching and the role of collective organization for management.
